What the article is saying is that the city will not prosecute those cases. The county is the one that should be the one trying those cases. That's the issue at stake here.

This is pretty much the extent all over America. Any misdemeanor charges are pretty much being dropped or put on the back burner for future prosecution. Though they "the prosecutors" only have a certain amount of time to do so under some type of Statue of limitation shit. So pretty much you can commit any type of misdemeanor crime and not worry about it. The jails are crammed pack with violent criminals and the courts are slammed with new "serious" violent cases theres just no room, money, and or time for the smaller stuff.

Not entirely, since even prosecuted cases are documented. If it were legal then cases would not be being brought at all.

This is just the continuing problem with the justice system, and is present in nearly all large countries which have the rule of law.
