So usually adding buildings seems very easy:

I add the building in the building types list, then i write the data of the building(prerequisites,cost owner....) and the art data and i should see it ingame but now the buildings wont add.

I got to 986=NAREFNW  in the types list, its the soviet ore refinery on water. Making other versions of buildings worked fine but i stumbled at this,I copied everything from the original refinery and renamed it to NAREFNW and added waterbound tag,yet nothing appears ingame.

Is there a limited amount of buildings to add?

Does the building have Naval=Yes?

There is a limit. And it's 512.

Everything above 512 might work, might not, it's buggy as hell.

I bet his numbers are based off the original though, so it has plenty of gaps.

Is it possible you have 2 buildings declared under 986= ?
I would redo your buildinglist so the number count is accurate.
With Ares I'd say the buildinglist limit is at 1024, but I can only confirm it works up to 823 with my mod.

With at least him using UMP, UMP also reorganizes the lists also iirc.

Well i added MANY other buildings above the limit and they worked great.

How can i get this UMP?
